Packaging Act (VerpackG)
German: Verpackungsgesetz (VerpackG) Also known as: VerpackG, Verpackungsverordnung
Federal act on packaging duties (deposit, registration, reusables); replaced on 12 August 2026 by an EU regulation and an implementing act.
The Packaging Act governed in Germany how packaging is placed on the market, taken back and recycled. It contains rules on participation in disposal systems, manufacturer registration, and reusable quotas and deposit duties for beverage packaging.
The deposit duty on one-way beverage packaging and the reusable offer obligation in hospitality were also set out in this law. It replaced the earlier Packaging Ordinance in 2019 and was itself replaced on 12 August 2026 by the EU Packaging Regulation (PPWR) and the Packaging Law Implementation Act (VerpackDG). System participation, the packaging register and the deposit system remain in essence. Producers, importers and retailers thereby bear responsibility for packaging being properly registered and disposed of. The applicable regulations are authoritative.
